To be added onto the end of Book II.

Article 5 - Natural Resource
This law applies to merchants and their trading.

Art: 2.5.1.: The law
No visiting merchant may sell a town's natural resource in that town unless the merchant can provide proof that the natural resource that he or she put up on the market was obtained through his or her own personal labour in the same town's orchard, sea or forest, whichever is applicable. This is a moderate crime and the sentence is set in Article 2.1.3.

Art: 2.5.2.: Definition
Natural resource –
Wood, fish and fruit are natural resources. Each town has a specific natural resource depending on whether the town has a forest, sea/lake or orchard.

Visiting merchant -
Someone selling goods in a town that they are not a resident of

Art: 2.5.3.: Exceptions
In the rare case that a town has a shortage of their natural resource, the mayor can declare a temporary decree that states that this law does not apply for a certain period of time. The mayor will also inform the Trade Minister on the county council.

Great proposition! I know some people in our population will disagree with this proposal but we need to protect our economy. It's hard enough to keep a balance, to see a trader sell wood in a wood town is absurd. Again great law proposal

Just a suggestion, since we are talking about trading problems, could we modify the law in a way that travellers or merchants need to ask the mayor if they can sell any of their goods. Sometimes it's not because a certain item is low in quantity that the mayor do not have a huge amount in his inventory. When i was mayor i was trying to help my citizens by buying their goods and selling them at the same price.. When Worcester open up Marlborough become a dumping ground for traders, it was very hard to keep an healthy market. I do not say that no traders should be permitted in our territory but a certain control should be necessary. After all i think that just asking show the good will of the trader.

This is my suggestion i would like what other councillors think?

Some of the towns are slower than others. Bridgewater has passed a law that suits Dralon's purpose, and I as mayor have submitted it to the Duke's First Secretary for approbation (or not ...)

Dralon, your point is something Jellysnail and I have debated over a long period of time. Ultimately I rather have the towns themselves pass such a law if they wish to, as Bridgewater has just done, because it is my economic view as Trade Minister that the mayors are the leaders of their towns in economic aspects. I do not think it is right for the council to interfere in that unless we absolutely see a need to, such as in the case of an emergency. The town councils should be able to handle this.

I just thought a uniform law would be less complicated. Merchants/traveller would know that if they travel in Somerset that law is in every town. Now town by town can be a complicated mess fore veryone especialy for the application of the law at first but if my fellow council members prefer that it should be town by town i have no objection. Maybe a consultation of the population opinion on this subject (not only the towns council) could give us the direction on what citizens want us to do on this matter, since they are the ones that mainly suffer or benefits of "traders".
