1. Any Councillor can propose a bill by clicking "Projects de loi" and then "Ecrire un projet de loi". You will get a form, asking for the number, the title and the contents of the bill.
You will also be able to set your bill to attach itself to an existing Law, a sub-article of a law, or to pending bills (use the "projet" titles for this).
You can also set the bill to replace either a pending bill (i.e. make an amendment), or a currently existing law or sub-article. Note: It seems the 'replace' option only works at the same level; having a sub-article replace a 'main' law does not appear to work.
Once you're happy with your bill, click 'valider'.
2. It's then up to the Count to either put the whole bill on the agenda (including sub-articles and amendments), put only the 'main' bill on the agenda (without sub-articles and amendments), or delete the bill.
3. Once a bill is put up to vote by the Count (no notification will be sent!), the Councillors have four days to cast their vote by clicking on the link with the number and title of the bill under "Loi mise aux votes", ticking the box either before "j'approuve" or "je desapprouve", and clicking the vote button.
4. If a vote passes (you will be notified of this, or at least the Count will), it will be up to the Count to either ratify the bill, or delete (veto!) it. If a bill is ratified, it will be listed under "Corpus legislatif du Wiltshire", viewable by all of Wiltshire. (Ratification of a bill is done by publishing a "décret d'application d'une loi". You can enter a title and a body of text, but these do not appear to be published (yet).) Personal note the IG is the most bugged option even worst then tavern, that why so many counties don't put laws in the IG legal corpus | |
