I think we didn't do enough to tell the people of Somerset what we are proposing, or how to use grants, and I don't understand how the loan officer, who has not been selected yet, will make best use of any money we grant without more input and assistance. In short, I think the programme is not yet effective.
The numbers weren't plucked from the air, they were decided upon last session in discussions available to all int he Duchy Council. And there exists a perfectly good, although empty, thread for discussion in the public chambers, if you had any questions about it. The law, if you've bothered to read it, is quite specific as to what the loan officer is to do, with each step laid out. It's possible too that there'd be more activity if our Spokesperson had bothered to show up yet, not to mention doing something.

| I won't post this just yet in the public thread, but let me go through an example case of someone getting a loan. Take the case of John Doe wanting a second field. We might recommend corn perhaps. So John Doe borrows 300 for the two months loan period and starts growing corn. Corn grows every 7 days if you put in two days work, and yields between 14 and 16 bags per cycle for a second field. In two months there will be 8 growing cycles. So John will produce something between 8×14 = 112 and 8 × 16= 128 bags, and will have to pay out or give up 8×2 days salaries for the work on this field. Estimating salaries at £17 per day (to match mine wages) this costs him 8×2×17=£272. So at the end of two months John finds himself needing to pay back his 300, having paid out the extra 272, from his 112 or 128 bags profit. To get that much he would have had to sell all his corn at between 4.10 and 4.20 per bag. I don't believe he could do that, since corn prices are not that high. So John Doe would be worse off for having taken the loan on our terms. The maximum loan he could afford to pay back is more like £120 to £128, and even this relies upon him selling all his corn, being able to hire workers on time, and not having to pay too much to get stat workers. I shall leave the cases for rancher type fields and veggies and wheat to be spotted and worked out by Catullus when we announce the programme.
Also, I note that the last applicant for a grant withdrew his request not only because it took the council too long to respond, but also because he didn't understand some complicated arrangement concerning the sale and purchase of wood to get his money. I understand what the wood deals were about, is the rest of the council comfortable with this arrangement?

Perhaps, instead of complaining about how useless I am, you should invest that time into teaching me how to be an efficient member of this council. Like Hypno said, Spokesman is a position for training, and I'd love to receive just that. I am no mind reader, but tell me what I have to do and I'll do it, because (you should know by now) I am eager to help Somerset. |

You are the perfect spokesman. Please forgive my negligence in contacting you. Please post in the somerset inn that the county is seeking a clerk for the county loan program.
