| Kulles the commander of the pheonix army has written me this letter for your viewing pleasures dear councillors.
so are you enjoing your vacation?
Are you ready for army test?
My plan would be following:
Node capture - Im "illegal" army so I could capture a node from county. Then I move away and you can capture it back. This requires offcourse agreement from council. Can you get it?
Army detection - We move closer each other and see when we detect other army
Fighting - lastly we just set each other as enemy and make one battle. Remember that you can hire only 1 troop per day when out of recruitment phase although the text says two.
what are your ideas? where should we do it?
best,Kulles
Now the ideas are sound but I will need the ok from the council in order for us to proceed.
So what are your thoughts ? |

| If you are sure we can trust him then I am for proceeding with the tests.
Otherwise, I do not like the node capture idea.

| I am not sure about this experiment but Hypno has formed an army in GC as well. Has Kulles contacted him? | |

| I would defer stricter judgment for those who know Kulles better than I. IF he is trustworthy, I say go for it- knowledge is power, right. | |

| I would ask A. what assurance do we have this is just a test and only a test ?
B. what recourse do we have should it be a ruse?
and has anyone determined why the NNGO under Hypno is also parked in Gloucester at the same time we are asked to submit to a test to take a node?

Correct. Wink
We are already out of Somerset, and on behalf of the NNGO we would like to thank the Citizens of Gloucester and Somerset County not only for their allowance of Passage, but also for their kindness and hospitality.
Best of luck,

| The Legal corpus law on this situation states - Quote :
Art. 1.6.6. : No military organization or group of combative nature is allowed to move or recruit in the Duchy of Somerset without the approbation of the Duchy Council. The approbation is limited in time and can be revoked at any time by the Duchy Council without warning. I fail to see where the Previous Duke can extend permission into a new council session time frame so this would mean the limited approbation ended with the election of a new Counsel leader unless she extended the permission and that would have required a counsel vote by law. so both armies are here illegally

| Hypno just created this army yesterday under the NNGO banner.
It is not the same army that Anto passed thru somerset with last week. Hypno did give permission for Anto to pass thru somerset as hypno is a member of NNGO.
In fact NNGO has 4 armies in England. Two in Stafford, one in cornwall, and this one in GC under Hypno. All 4 armies have well known and well respected members of RK as their commanders.
No permission was given on behalf of Somerset council for any one to create, recruit, or move an army in Somerset other then Anto passing thru previously.

| The legal corpus doesn't speak to the creation of armies, but only to recruiting and moving them. Does anyone really think that Hypno's army is a threat to the county he spent so many months and so much effort building? | |

| I simply find the timing of this test and the encampment of multiple armies that have not been voted on by this council less than perfectly above board and I question the lack of assurance that comes with allowing this test. I believe we owe that much to the people. | |

I agree (Ells, we agree! I'm marking it on my calendar. ) It is a bit worrisome, and as someone who is not very familiar with armies (Rebo is an conscientious objector) or how they work it does sort of frighten me. For Somerset!

| I thought Hypno supported the SAS. Since he still lives in Somerset, the fact that he has an association with another non-sanctioned army I regard as a hostile act. | |

| That is strongly worded. We have no proof of intentions. We have a citizen of Gloucester with an army as well that he did not ask permission to raise, we have assurances of his good nature. I'm not sure we should be questioning Hypno's just yet. We need information. | |

| There is no law that states one cannot be in the SAS and other military related organizations.
We have NUMEROUS members of the SAS who belong to various knighthoods but they operate with the understanding their first duty is to the SAS if called to arms.
If you want to regard dual Military associations as hostile then be prepared to charge half of Somerset with such "crime".
and I can assure you the people will not find that amusing.

| I knew this was dangerous territory but I have worked together with kulles previously in army testing. I cant give any guarantees whether or not he is Hypno's man. I propose I write Kulles declining his request for a test of the armies at this current time. But what do we offer as argument for our decision ? I must say I never did suspect him of any wrong doing but I share the councils concern. If he is Hypno's man this could very well be like him to make such an act All respect to Hypno of cause but I never did expect him to give up. He strikes me as a person who will fight to regain his power. |

| I have talked to Kulles and believe he is trustworthy and loyal to the county.
I would like to give him approval to function in somerset county as a county army.
Any thoughts or suggestions?

| I propose he be brought before council and any questions the counselors have be asked of him so that all of council can make their own informed opinion before being asked to vote on an issue that can affect the security of our borders and citizens. | |

| I agree that he should be given an opportunity to speak before the Council. I know him and fully support this proposal, but for those who do not, he should be given a chance to introduce himself and the council should be given a chance to question him. | |

| In the past I have nothing but good to say about him and with Hypno gone to Scotland I do not fear he is trying something fishy hehe. I am however extremely busy RL at the moment. Finally I have gotten my house purchase and I am swamped in repairs, lawyers and bank meetings. Im buying it from a private person and not through a real estate business. So a lot of paperwork is envolved |

| Bellos, I suggest you bring the army to Bristol for the meet and greet this weekend and you can discuss a testing with Kulles. He will be there too to meet with the council. I hope everyone can attend and we can fill the taverns and meet the citizens of Bristol. | |
