It appears to me that there are four different changes that need to be applied. I wish clarification from my fellow Councilors, so that I can present a final document for voting upon. The changes that I see are these:
1. 3.5.7 is repealed
2. The anti-defamation law is changed to that which I proposed.
3. Rebo's grammatical and contextual changes
4. My rewrite of the laws to bring them into correspondence with LJS's proclamation about criminals. NOTE: We need to find a way to ensure that we can screen for prior criminal behavior before loaning money. Perhaps a task force of Ellsbeth and Rebo would be good for that, as they are our Judge and Public Prosecutor.

If we are agreed upon the above changes, then I will submit to this Council a document incorporating those changes which have already been voted upon or forced upon us by decree. I'm aware that we will have further changes to Book 4 (the one about the loan program), but we have enough changes here that we really need to get them into the ingame Legal Corpus.

I accept being a member of a task force with my fellow Judicially occupied Councilor, but need a bit of clarification.

Should this happen before we propose the changes ig? Or are these the changes to book four that you were referring to here:

I think that is what you were referring to, and if that is the case, I agree. In other words, this task force should happen, but we should get the above changes put in place first.

Rebo, yes, you got what I was trying to say. We should get what we have down, and commit to it. We can treat the loan stuff separately. I think this is the best course because we have all the other major changes made, and I fear that making a series of small changes will wind up with something getting lost along the way.

If we remove the Loan program from the official legal corpus we can impose any county restriction on it that we choose.

I think we needn't take the entire loan program out - we do need to keep a Book 4. All we need to remove, I think, are the loan criteria, as we're really only worried about lending to someone with a history of robbery or other economic crimes.
