I was talking with LeonardWashington the other day because of what was happening in my birth town Marlborough (Dani_ddd is granting the_Light goods and possibly money). He said he was working on a Grant law. His first attempt was unsuccesful to get it accepted so i asked him to send me the copy of the law. I know that currently no such law project is needed because all of our mayors are trust worthy but i thought it could be fun to talk about it here.. maybe modify a few things and if the day come we will be ready. I will reserve my comment on the law for later but here is the law project he sent me:

004 Misconduct by Granting Authorities
1. Town Hall Contracts
a. Mayors to File with TM:
Whereas Mayors have a duty to work for the best interests of their town and in doing so, may from time to time enter into to contract with the craftsmen of their town (including themselves). Mayors are encouraged to post via PM to the Trade Minister all official contracts. The Trade Minister will then record the contract in the Council Room by quoting the PM there. Such posting will be kept confidential in the Council and will only be made public upon the request of the Mayor or as dictated by the courts. The Mayor is free to release the details of the contract to the public, and may request the Trade Minister to verify the contract’s contents.

b. Mayors who don’t file:
Any Mayor not sending a copy of the official contract to the Trade Minister may be prosecuted for misconduct if it is deemed there is an abuse of power. Not filing is not a crime unless the Trade Minister specifically requests the contract/grant. A Mayor waives their protection from prosecution under this law if they fail to file.

c. Council May Overturn a Contract:
Upon being posted in the Council Chamber, any Council Member can call for a vote to render a contract null and void if they feel it is an abuse of power. If a 2/3 majority of the Council agrees, then the contract will be overturned. Such voting will last for 24 hours after the call for a vote. If a contract is overturned and the Mayor does not cancel the contract within 24 hours of notification of the nullification vote, the Mayor is subject to prosecution under this article. The recipient of said grant will be subject to the same punishment as his granting official counterpart for failure to comply with the cancellation order.

d. Contract Disputes:
If any dispute or charges arise and a contract was on file, the Mayor may use the contract as proof positive he was operating in the town’s best interest and will be exempt from prosecution unless the council voted to overturn the contract.

e. Auditing:
To ensure compliance with this law, each mayor in Wiltshire County is required to submit to the Trade Minister a screenshot of his or her grant management page, dashboard, and Inventory by PM upon request. The Trade Minister may ask for this evidence at any time, but is limited to four inspections each month. Clarification of any grant(s) displayed (in the form of a screenshot of that contract) must be provided upon further request. Failure to comply with the initial request within 48 hours, or a subsequent request for clarification within 48 hours (of the original request), will subject the Mayor to prosecution under this article.

f. Penalties:
Any mayor convicted under this statute is subject to a fine of 5 pounds payable to the King and 50 pounds per contract payable to the county via the County Fair. In the event of gross neglect by a mayor to fulfill his responsibilities in this regard, the additional charge of Abuse of Power (Book 7, Chapter 4) will be filed in conjunction with the Fraud charge. These charges may be filed in one combined trial or in separate cases at the discretion of the Public Prosecutor’s office.

Failure to comply with the fine payable to the county will result in a 100-pound fine payable to the King and imprisonment of 1 day for each contract.

Any Mayor concurrently serving on the County Council found guilty under this article will be removed from any active County Post they hold on council, without exception. They are not required to resign from council, but may not hold an official office on council for remainder of the term. Before this individual is permitted to hold an official capacity on council in a subsequent term, the reigning Duke must officially and publicly pardon them.

2. County Contracts
a. All county officials with granting authority must register any contracts in the Council Chamber upon request. Said contracts will remain confidential within the Council Chamber unless release of information is required to settle a dispute or disprove allegations of abuse of power, at the discretion of the Count.

b. Councilors who don’t file:
Any County Granting Authority found to have not submitted a copy of an official contract in Council Chambers after its request would be prosecuted for misconduct under this article.

3. Statutes of Limitations and Definitions
a. Grace Period for Filing
All new contracts issued by a Mayor or County Official must be filed with the appropriate office within 48 hours of its having been granted to an individual.

b. Grace Period for New Mayors:
Any newly elected mayor in Wiltshire County will have 1 week to verify the status of all pre-existing grants with the Trade Minister. No grace period is attached to contracts issued by the new mayor except as indicated in article 3.a. This article (3.b.) does not apply to incumbent mayors serving a second or subsequent consecutive term.

c. Time Limits for Prosecution
The Public Prosecutor may only file charges during the official’s term of office and for 2 weeks thereafter. After this time has elapsed, no charges may be brought against the official under this chapter.

d. Verification of Compliance
In the event the Council nullifies a contract, the onus on the Mayor or Granting Authority to cancel the contract is limited to a PM requesting the immediate cancellation of the grant by the recipient. As the game mechanism places the onus of cancellation on the recipient of said grant, he will be subject to the same punishment as his granting official counterpart for failure to comply with the cancellation order. A screenshot of said PM must be provided as evidence of compliance on the part of the public official.

e. Abuse of Power Provision
All persons holding a grant or entering into a contract with a government entity are subject to the laws of Abuse of Power as indicated in Book 7: Public Disorder, Chapter 4, as appointed public officials.

f. Breach of Contract Nullification
Any individual or official engaged in a contract or grant that has been nullified by the Council will have no recourse under the Breach of Contract Laws as provided in Book 6, Chapter 5 of the Laws of Wiltshire County.

An act of economical nuisance is defined as any speculative act the goal of which is personal economical gain to the detriment of the public economy.
The act of abuse of public goods and act of economical nuisance are serious crimes, and the sentences associated with these crimes are set in Article 2.1.3.

If anyone abuse of grant has mayor they will be prosecute anyway ...

I think the question is proof.

For county officials, its easy. Just appoint somebody else as temporary TM, Sheriff, or Sergeant and go through the records.

For mayors, it is more difficult. And since mayors are elected as individuals, oversight is so much harder.
